Lancashire County Council must consider whether the person’s current level of need is likely to fluctuate and what their on-going needs for care and support are likely to be, including short term fluctuations. In establishing the on-going level of need, Lancashire County Council must consider the person’s care and support history over a suitable period of time, and may also take into account what fluctuations in need can be reasonably expected based on experience of others with a similar condition.
